In order to stage an outstanding Olympic Games, the Beijing Organizing Committee for the Games of the XXIX Olympiad (hereinafter referred to as "BOCOG") issues this Call for Expression of Interest in the project of Beijing 2008 Partner in the category of automobiles (hereinafter referred to as "Partner"). Interested parties are invited to participate in the procedure and submit their declaration of interest and related supporting documents in compliance with the terms of this call for the pre-qualification process.

I. Project Profile
i. Eligible Entities: Automobile companies within and outside the territory of the People's Republic of China, which are interested in the project of Beijing 2008 Partner in the category of automobiles (hereinafter referred to as "Applicants").
ii. Product Category: All types of vehicles and related services, excluding bus, truck and vehicles for goods, motorcycle and motorbike.
iii. Rights Description: Partner will enjoy the highest-tier rights and benefits granted by BOCOG as per the BOCOG Marketing Plan, while respecting the following circumscribing parameters:
¡ùTerm: Partner may exercise the granted rights within the time frame starting from the date of authorization by BOCOG to December 31, 2008.
¡ùTerritory: Partner is to exercise the granted rights within the territory of the Chinese Olympic Committee (hereinafter referred to as "COC").
¡ùScope of Sponsorship: Partner will concurrently become a Partner of the:

• Beijing 2008 Olympic Games
• Beijing 2008 Paralympic Games
• BOCOG
• COC (effective January 1, 2005 till December 31, 2008)
• Chinese Olympic Teams participating in the 2006 Olympic Winter Games and 2008 Olympic Games

II. General Terms and Conditions of Participation
i. Applicants must be able to contribute sufficient funds, products and related services to meet the demands of the Beijing 2008 Olympic Games, Beijing 2008 Paralympic Games, BOCOG, COC and Chinese Olympic Teams to 2006 Olympic Winter Games and 2008 Olympic Games.
ii. Applicants must possess strong economic strength, financial and technical capabilities.
iii. Applicants must enjoy positive social image, good reputation and excellent business track record.
iv. Each of the Applicants is required to participate with one corporate brand.
v. Applicants undertake not to disclose any confidential information that BOCOG regards as having material impact on the project, or at any time, in any site or through any manner, associate their response (or not) to this call and participation (or not) in the procedure with any of their commercial activities or public communications, and/or imply or otherwise indicate any relationship with BOCOG or the Beijing 2008 Olympic Games or the BOCOG Sponsorship Programme.

III. Procedure and Schedules
i. BOCOG issues Call for Expression of Interest on November 18, 2003.
ii. Applicants are required to submit to BOCOG their Interest and Application Documents (herein referred to as "Documents") as follows:
a. Receipt of Standard-form Documents
The standard-form Documents can be obtained from the official website of BOCOG (www.beijing-2008.org.cn);
Or at BOCOG Marketing, C715, 24 Dongsishitiao, Dongcheng District, Beijing, China, from 09:00 to 11:30 and 14:00 to 16:00 (Beijing Time), Monday through Friday from November 18 to 24, 2003.
b. Submission of Documents
The Documents must be submitted in person by a representative of each of the Applicants.
¡ùDeadline of submission: 16:00, November 28 (Beijing Time), 2003
¡ùVenue of submission: C715, 24 Dongsishitiao, Dongcheng District, Beijing, China
¡ù Recipient: BOCOG
Upon expiration of the deadline, no submission will be accepted.
iii. BOCOG conducts credential examination and pre-qualification of Applicants upon receipt of the Documents.
iv. BOCOG issues written notice and starts the sale of the Request for Proposal (hereinafter referred to as "RFP") for the selection of Beijing 2008 Partner in the category of automobiles on December 8, 2003 to the Applicants that have satisfied the credential examination and pre-qualification requirements (hereinafter referred to as "Candidates").
v. Candidates make their written sponsorship proposals to BOCOG within the timelines as will be communicated in the RFP.
vi. BOCOG Evaluation Panel reviews and evaluates the sponsorship proposals of the Candidates and selects finalist Partner candidates based on a host of selection/evaluation criteria as will be communicated in the RFP.
vii. BOCOG proceeds in discussions/negotiations with each of the finalist candidates individually and determines one Partner.

IV. Credential Examination and Pre-qualification
The following criteria will be taken into account for the credential examination and pre-qualification (referring to III.iii):
i. Overall economic/financial strength
ii. Production and servicing capacity
iii. Corporate brand/image

Appendix I. Letter from Applicants

In accordance with the Call for Expression of Interest in the project of Beijing 2008 Partner (Automobile) issued by the Beijing Organizing Committee for the Games of the XXIX Olympiad ("BOCOG"), We, [ ] ("the Company"), hereby file BOCOG with one copy (in both Chinese and English) of the following Interest and Application Documents ("Documents"):

iii.Data sheet
iv.All other relevant documents required by BOCOG
In respect of filing the Documents and related matters, the Company hereby voluntarily makes the following representations and warranties to BOCOG:
The Company is a legal entity duly formed and validly existing under the laws of [(country or region)]. It has full power, authority and legal rights to complete, execute and file the Documents, and it has taken all necessary corporate and other action and/or obtained consent to commit above behaviors.

II.The Company has carefully read the CFI, and agreed to comply. All the information provided in the Documents is true, accurate and complete. The Company agrees that BOCOG has the right to use all the information provided in the Documents for the purpose of BOCOG Sponsorship Programme, regardless of the nature of its confidentiality.

III.The Company confirms that the purpose of completion and presentation of the Documents by the Company is for BOCOG's examination and evaluation. BOCOG, at its own discretion, has the absolute, adequate and final power to determine whether or not to select the Company to participate in BOCOG Sponsorship Programme. The Company acknowledges and agrees that BOCOG reserves the right to "accept or refuse any application" and BOCOG shall not be held liable for any of these acts, nor be obliged to provide any explanation to the Company in respect of such acts.

IV.The Company shall undertake all the costs incurred in the course of collection, acquisition, completion and delivery of the Documents

V.In case that the Company does not become BOCOG Partner herein referred, the Company shall not, at any time, at any site or through any manner, associate the filing of the Documents and related activities with any of its commercial activities or public communications, and/or imply, suggest or otherwise indicate any relationship with BOCOG or the Beijing 2008 Olympic Games or BOCOG Sponsorship Programme.

VI.The person who executes the Documents is the duly authorized representative of the Company. His execution of the Documents is binding upon the Company. If the Company violates any of the above representations and warranties, which results in the damage of BOCOG, the Company shall undertake full legal liabilities.
This Letter shall come into effect upon its execution and shall not be withdrawn and/or revoked unless otherwise permitted by BOCOG in written form.
